be no venue for them to receive or deliver it. At the same time, I may say I can see no objection to the presence of tank carts of approved Construction Containing not more than 150 gallons each (or such greater quantity as the Hong Kong authorities may think fit) and in such number as may be authorized by the Harbour master subject to this:-
"That adequate provision be made against the possible escape of any petroleum from the Wharf on to the water.
In my judgment this should be a Condition applicable to all Cases.
