I think however that the world be po objection to introduce #C..... words giving the Harbour Master discretionary power, and subject to such conditions and precautions as he may think fit, it being understood that such wharf for another purpose was to be wholly exceptional and subject to written approval under Rule 12 (3). I think there is some force in the objection; and I should be disposed to extend the limit for drums and other vessels to 240 gallons, that being a common sized package.
I do not quite see the point of the observation that tank carts of a capacity of 300 gallons might be allowed as it is ex hypothesi for the purposes of the rule that no "tank vessel" is to be at the wharf, and in that case it is difficult to see what the tank carts could be properly doing there, as this would be ...
