I do not think this is reasonable.
Whether in order to prevent unnecessary delay in the discharging of the vessel, an arrangement could be made similar to that which obtains in this country with regard to imported Explosives is perhaps worthy of consideration. By this arrangement, the Explosive is allowed to be discharged, after sampling, but is not allowed to be delivered; it is required to be kept in some appointed place of storage until the examination of the sample shows that the material can fitly be delivered and put on the market.
Certainly if this could be done Meft Samuel would be in no way prejudiced if their origin Certificate was reliable.
