I have read these papers carefully,

and I find that, as the complaints of Alfred Karberg & Co. (the Hong Kong Agents of Messrs Samuel & Co.) are concerned, they appear to be primarily directed against the original draft regulations which they set forth in their complaint.

The printed regulations (Hong Kong Government Gazette 17 December 1892) have to a large extent met their objections; and I believe that substantially I shall be dealing with the remaining grounds of objection when I deal with the criticisms set forth in Messrs Samuel's letter of 1st February 1893.

(1). Rule 6. I am of opinion that the Rule which requires a Certificate from a responsible person in a British possession, and not merely the Certificate of any chance person, is sound.
