With reference to your letter of the 16th ult:, forwarding original enclosures returned herewith, relative to complaints which have been made in regard to the regulations issued by the Government of Hong Kong in regard to the treatment of Petroleum in bulk, I am directed by the Secretary of State to transmit to you herewith, to be laid before the Marquis of Ripon, a copy of a Memorandum on the subject by Colonel Majendie H.M. Chief Inspector of Explosives.
