In accordance with the instructions contained in Your Lordship's despatch No.187 of the 3rd August on the subject of the appointment of a Consular Mission to investigate the outlets and facilities for British trade in the region of the West River, I have the honour to report as follows:-
Some time ago, Mr Watters, Her Majesty's Acting Consul at Canton, sent me a copy of a letter addressed to him by the Hongkong Chamber of Commerce, and in reply to his request as to the answer he should return I informed him that in the present short-handed condition of the Consular Service it would be very difficult to detach a member of the service, but that if the Hongkong Chamber of Commerce could see its way to make the enquiry on its own account I thought the information gathered would be useful.
