tion of the official value of the "Patacas" (dollars) in circulation in the aforesaid Province, and whereas the principle of monopolies on articles of consumption is in accordance with the usages and customs of Macau, and is even well accepted there.
In accordance with the opinion of the Consultative Board for the Colonies.
By the advice of the Council of Ministers, and availing myself of the power conferred upon me in paragraph 1 of the 15th article of the First Additional Act to the Constitutional Charter of the Kingdom:
I hereby decree:
Article I. The official value of 850 reis, as fixed by the Decree having the force of Law of October 12, 1853, for the Spanish "Pataca" or "Duro" in circulation in the Province of Macau and Timor is temporarily reduced to 640 reis.
1 The value of the Dutch florin in circulation in the District of Timor is also provisionally fixed at 300 reis.
2 All contracts in force in the Province of Macau and Timor, based on the payment of any certain number of "Patacas" or "Florins" are fully respected and maintained.
Article 2.
The Government of Macau and Timor is authorised to establish the following Monopolies in the City of Macau:
I. A monopoly for the importation, sale, and exportation of Petroleum.
