In reply to Sir T. V. Lister's despatch No.14 of 18th April regarding the lunatic Sciote seaman Angelo at present confined in the asylum at Hong Kong, I have the honour to report that the Governor of Scio has at my request made careful enquiry both in the town of Seio and in all the villages and that he finds that no member of Angelo's family exists in the island.

His Excellency has therefore informed our Vice Consul that he is unable to accede to the request that arrangements should be made for Angelo's return to Scio, as, under the circumstances, the local Authorities would be unable to receive him.
