War in connection with the arrest of a fugitive named E.F. Pernel, and I have to inform you that Her Majesty's Govt approve the action which you took under the circumstances, but are of opinion that, as Pernel was eventually handed over to the Hong Kong Police, it would be undesirable to make any diplomatic formal representation to the Spanish Heads on the subject.
