Sir,
The Lords Commissioners of Her Majesty's Treasury have had before Them Mr Bramston's letter of the 10th October last enclosing a Draft of the Case and accompanying Memo: which the Marquess of Ripon proposes to submit to the Law Officers of the Crown, regarding the value which ought to be set on Colonial Military Lands and Buildings when they are surrendered by the Military Authorities to a Colonial Government.
Their Lordships delayed their answer to this letter until They had learnt the views of the War Department which have now been communicated to Them in a printed letter of the 18th November, a copy of which, and of its enclosures has been sent to the Colonial Office.
On consideration of the letter of the War Office, My Lords are of opinion that the matter under discussion is not a legal question upon which it is necessary or desirable to take the opinion of the Law Officers but is rather one of policy and administration which has a serious bearing upon Imperial finance.
My Lords therefore propose that the whole question should be considered in a Conference between the Secretaries of State and the Chancellor of the Exchequer so that a decision may be arrived at as to the principles which are to guide the future action of the Departments.
