I have the honour to return herewith the despatch
from the Governor of Hong Kong No 87 of the 17th of April,
which has been sent to us for our observations with reference
to the selection of Sergeant Major Laughton as Storekeeper
and Musketry Instructor whom it has been found necessary to
dismiss for drunkenness.
In reply I enclose, for the information of the Secretary of State,
a copy of the recommendation of the Army Navy Pensioners' Employment Society,
upon which we acted, and I have to add that Laughton, both in appearance
and character, appeared to be a particularly good candidate and he
passed an entirely satisfactory medical examination. 2 June 1893
