I have the honour to enclose a letter (in original for return) which we have received from Mr E.W. Lucas, late Apothecary and Analyst at Hong Kong, claiming payment of half salary during his passage home. Mr Lucas's appointment was notified to us in your letter of the 30th November 1889, and I have to request that we may receive the Secretary of State's instructions in the matter.
