For your consideration the enclosed copy of a report by the Attorney General relative to the point raised in the final paragraph thereof. I concur in the view expressed by the Attorney General. The Comptroller and Auditor General speaks of the conditions of certain leases not being in "accordance with law"; but I submit that it would be more correct to say in regard to those conditions that the Government has been content not to exact the full measure of its rights under the law, and for various reasons I consider that it would be undesirable (as well as unnecessary) to alter the law at present.

The direction contained in the 2nd paragraph of Your Lordship's despatch under reply will be observed in future.
