the enclosed copy of a letter from the Captain Superintendent of Police, and to state that on
the recommendation therein made I sanctioned, as
an exceptional case, the granting of a free passage to England to Police Sergeant W. Baker in excess of the prescribed limit.
Your Lordship's direction in regard to a strict observance of the Regulation limiting
the number of free passages has been duly noted
for future guidance.
