The financial position of the Colony was fully dealt with in my opening address to the Council and in the Colonial Secretary's speech on moving the first reading of the Bill, copies of which were forwarded with my despatches No 933 and 239 of 6th and 19th instant, and it is therefore unnecessary for Your Lordship to trouble with any further observations on that head at present. The estimate of expenditure as finally settled by the Council amounts to $2,347,481 against estimated revenue of $2,007,210, shewing an apparent deficit of $340,271. Of the estimated expenditure a sum of $348,500 is chargeable against the loan, and there is thus a surplus of estimated revenue over estimated ordinary expenditure of $8,229.
