At p. 19 Hong Kong Hansard in Legislative Council stated the Companies took steps to prevent opium being smuggled into China rather than into Hong Kong itself.
The Opium revenue is derivable from Governments. If the suggested law is passed, they would promptly seize it, permit or not, and reward the informers.
The Company stick to their role of protecting China against smuggling upon Hong Kong.
I think this Government will pay a reward for opium smuggled and seized in the Colony or in waters. This may be justified by exceptional circumstances.
