The circumstances
which have led to the raising
of the point
in question are as follows. On 14th ultimo I left
the Colony on
full pay leave
of absence, and returned on
the night of the 27th instant. During my absence the Colo-
nial Secretary, Mr O’Brien, administered the Government
in addition to
discharging the
duties
of
his
office. Before
I left, he informed
me
that
owing to the state of his
private
health he would not be able
to entertain during my
absence
as he was not equal to the
fatigue of entertaining
in
addition to
performing
the
work of administering
the
Government
