But the Colonial Surplus balances from time to time will provide, as required from time to time for the execution of the Praya work, and the balances in England will be drawn upon by the Crown Agents to meet their expenditure in this country on behalf of the Colony, care being taken by instructions from here that this way it will probably not be necessary for money to be remitted back to the Colony at all, but the matter will simply be adjusted by your giving the necessary instructions to the Crown Agents to draw upon (or to refrain from drawing) in such a way that sufficient balances for current purposes shall always be retained in the Colony.

5. As regards the question of allowing interest to the Praya Reclamation Fund, it has been pointed out in the margin of S.F.S. no.68, 18 April 1890, and noted in no. 158, 10 July 1891, and J.S.No. 169, 20 Oct. 1893, that the bondholder have no legal claim to any interest, but my predecessor observed in his despatch no.68 of 18th April 1870,
