Referring to the favour you extended me by consultation on the proposed alteration of my position in the Service, I have the honour to submit for the consideration of the Government certain particulars which, I venture to hope may have an important bearing on the ultimate decision as to salary.

The Movements leading up to my engagement were numerous, but I may only trouble you with reference to two,

viz:- (1) An interview with a representative of the Crown Agents, and (2) The signing of the agreement.

The former took place in Manchester with Osbert Chadwick, Esq., C.E., C.M.G.

As a result of my interview I decided to send my application to the Crown Agents.

The interview covered general discussion on all subjects relating to the Hong Kong appointment, and although prospects, and the many other matters all served to influence me in my decision, I only wish particularly to put the matter
