Avas considerably damaged by sea which broke into the sorting room on the voyage up from Singapore, rendering the addresses on the covers in many instances illegible, and in some cases totally destroying the covers and revealing the contents. The despatches from Your Lordship's Department happily arrived intact, but being enclosed in a paper cover were exposed to considerable risk of being similarly damaged.

I would therefore respectfully beg leave to suggest that in future all Despatches from Your Lordship's Department be enclosed in a sealed bag. And that, if convenient, the letters from the Crown Agents may also be enclosed in it. Their letters by the mail referred to were received in such a dilapidated condition, as to cause considerable inconvenience in dealing with them.
