culpate themselves, be leniently dealt with, I do not feel that I should be justified in imposing a lighter punishment than that involved in the following order which I make in Council accordingly,
viz:-
That Messrs Ruhan and Sales be subjected to a permanent reduction of their salaries by $50 in each case, and that they be reprimanded and cautioned that any further misconduct on their part will lead to their dismissal.
