that it would not be found out. Mr. Sales acted stupidly and weakly, but I would suggest that it is not much out that he conspired with Ralinan. I wish to do all that as far as I can ascertain. Sales' conduct during the present year has been, except as to the incident under consideration, quite satisfactory.

Since the receipt of Your Excellency's letter I have censured Mr. Brown and the Shroff, and they have promised to be more careful in future. As Your Excellency suggested my grounds of censure on the Shroff included his having, by his own admission, made an incorrect statement in writing as to the receipt of the money.

Mr. Wise tells me that the responsibility of having the Summary Court list posted in proper time has always been definitely fixed on Mr. Sales, but I have given directions that he should always personally attend to the posting, and not leave it to the coolie.
