I concur with Your Honour that the case will be sufficiently met as regards Mr. Brown and the Sikh by a censure, a warning from yourself, and I would suggest that your censure on the latter should include a reference to his having in his written explanation stated that Mr. Rahman handed him $123.00 on the Thursday, which is shown by your letter to be not in accordance with fact.

The Cases of Mr. Rahman and Mr. Sale, are more serious, and I consider it necessary in dealing therewith to take the proceedings prescribed by the Colonial Regulations in regard to suspension from office. Your recommendation that Mr. Rahman should, in consideration of his previous efficient service, if found guilty, be punished with a less extreme penalty than dismissal, will be duly considered at the proper time; but in the meanwhile I have to request that you will be so good as to inform Mr. Rahman and Mr. Sales in writing that it is proposed to take steps with a view to their suspension, on the following charges which should be communicated to them in writing-

as regards Mr. Rahman, "That on 26th ultimo you were improperly altering the Summary Jurisdiction official cause list for the following day, and improperly procure the delay of the due posting of the list;"

and as regards Mr. Sales, "That you did on the 26th ultimo allow Mr. Rahman to improperly alter the official list, which it was your duty to prepare, of the Summary Jurisdiction causes for the following day, on his assuring you that nothing would come out of the matter, as stated
