punishment, and in view of all the circumstances I felt that the penalty which I awarded was the lightest that I could award consistently with

my duty. In fixing the amount I gave full weight

to the consideration that a very large reduction of salary might result in their yielding to the temptation to which

officers in their position peculiarly liable, of accepting bribes. The Chief Justice

acknowledges the receipt of decision (enclosure N.9).

He expresses

the belief that it "will duly answer the purpose! "both of punishment and warning", and I therefore

venture to hope that Your Lordship may not find it necessary
