punishment, and in view of all the circumstances I felt that the penalty which I awarded was the lightest that I could award consistently with
my duty. In fixing the amount I gave full weight
to the consideration that a very large reduction of salary might result in their yielding to the temptation to which
officers in their position peculiarly liable, of accepting bribes. The Chief Justice
