With reference to Your Lordship's despatch No.152M of 25th September last, I have the honour to enquire whether

India, Chinese domiciled in Canton, and Portuguese domiciled in Macao, or whether any, and what, more restricted interpretation is to be placed on them. It has been suggested that it may have been intended that the
