With reference to Your Lordship's despatch No.152M of 25th September last, I have the honour to enquire whether

"they

are to be construed in

their literal sense which would

include Indians domiciled in

India, Chinese domiciled in Canton, and Portuguese domiciled in Macao, or whether any, and what, more restricted interpretation is to be placed on them. It has been suggested that it may have been intended that the

conditional offer made by Your

Lordship

14372

should be only to officers whose domicile

is in England,

or in some other

country having a gold currency, but I do not feel at liberty without Your Lordship's instructions

to read this limitation into the despatch.

I have the honour to be,

My Lord Marquess,

Your Lordship's Most Obedient Humble Servant,

Ben Milne
