and forwarding for any favourable
consideration a
letter addressed
to me upon
the subject.
Upon further consideration of the
case
and in view
of the high terms
in which you refer
to Mr. Wise's services and abilities, I have
decided not to enforce
the full penalty
which was fixed as
the result of Mr. Wise's
failure to qualify
in Chinese, namely,
the loss of his service
previous to his appointment for
pensionable purposes,
but Mr. Wise should be given to understand that this decision will not be reconsidered.
It is to be noted that
half of such service will be deducted and half will
be allowed to count towards pension.
Mr. Wise should be informed accordingly.
