Mr. Wise presented himself for examination in Chinese on 25th ultimo, but failed to pass, and I beg leave to submit for favourable consideration the enclosed letter addressed by him to Your Lordship.

It is possible that when the condition of passing the examination was attached to his original appointment as Police Magistrate and subsequently to his appointment as Registrar, the great difficulty was not fully realized which a man of Mr. Wise's age must experience in acquiring competent knowledge of a language which is generally admitted to be of all languages the most difficult of acquisition.
