Your Excellency,
I asked Mr. Seth to record his recollection of what passed between us when we discussed the application in question. It corresponds generally with my own recollection.
He is probably right in the legal points which he has noted (a) and (b), but I returned the application not on those grounds, but on the general ground that action has to be taken on such applications which I considered ought not to be taken by a Member of the Executive Council, but by some agent of the applicant. I still think, subject to correction, that it is neither proper nor desirable that I should act as the agent of the applicant in such cases.
