On the completion of the which will probably be about
April 1895 it will be necessary
to appoint

in charge of
the pumping machinery,
and distribution works generally,
that I see no
objection to
entering into
an agreement with the person appointed as
overseer in
charge of
the construction
works. Indeed it will be advisable
to continue the services of such officer if his conduct proves satisfactory as
the intimate knowledge
of
he will
gain
the works will prove most useful
to him in supervising their satisfactory
maintenance and working.

The necessity of providing
a permanent overseer to take charge
of works in Kowloon was anticipated
by me in the preparation of the Estimates
for the current
year and in my report
on the minimum staff
required for
this department.
Under these circumstances
the proposal to appoint another overseer at the
new salary of $1,200 is not
objectionable, nor does it involve
any further reference to Council.

I submit therefore for the
approval of His Excellency the Governor that His Excellency the General Commanding
be informed of the
application of Sapper Ross and that he be requested to be so
good as to inform His Excellency the Governor if he has
any objection to Sapper Ross obtaining his discharge
from Colonial
on the
Government undertaking
to find him employment for 12 calendar months, the term usually
insisted on.
