I have the honour to inform Your Lordship that I have, subject to Your Lordship's approval, appointed Mr. John Ross, late of the Royal Engineers, to be an Overseer in the Public Works Department on a salary of $1200 per annum for a period of three years.

I have the honour to inform that I propose commencing the construction of the Kowloon Water Works early next month and that it will be necessary to appoint an overseer to be continually on the work to see that it is properly carried out in all its details.

2. I have received an application from Sapper Ross who informs me that he is desirous of entering Colonial Service in the capacity of overseer.
