Under the altered circumstances it is desirable that the Fleet School be subject to inspection by the Inspector of Schools, though possibly subject, if thought desirable, to some kind of Governing body.
The lower school, on the other hand, should be conducted on lines prescribed by Dr Eitel and should continue to be inspected by him. It might be placed in charge of one of the under masters; but if so, the latter should take his instructions from and communicate with the Inspector through Dr Wright. In other words, the whole staff of masters will continue to be under Dr Wright, and all the details of School management will be settled by him, but as regards the Lower school, he will be required to carry out, or rather to give instructions for carrying out, whatever system of elementary education may, with the Governor's approval, be formulated by the Inspector of Schools, and to give effect to the recommendations with which the Inspector may make from time to time.
The higher education will be entirely in his hands without any interference on the part of the Inspector, though subordinated to a (hereafter) Board. Possibly subscriptions may be invited for the encouragement of higher education, which would supplement the Government funds and pave the way for eventually founding a separate institution devoted to higher education.
The management of such an institution must be entrusted to some body or bodies of enlightened men, with an official element. Such a Board, however, should in no case interfere with routine school teaching and management, but should be confined to higher education only. If any such step is taken, the Board of Management should contain as little official routine as possible.
