"I find that in the Enclosure to my Letter No. 94 I have neglected to deal with one point raised by Dr. Eitel that might cause considerable surprise (especially to residents in England) and suggest careless supervision on my part. I refer to the remarks about Hawkers at the end of paragraph VI in the Inspector's address. In England there are "grub shops" in the vicinity of all schools for the sale of fruit, cakes, etc. In Hongkong these commodities are usually sold by street hawkers licensed by the Registrar General and controlled by the Police.
These hawkers place their stalls in the neighbourhood of every school in the Colony to secure custom before and after school hours and during Recess.
I have seen both the Captain Superintendent of Police and the Registrar General on this subject. The former feels no objection to the continuance of this practice, which has been in vogue as regards this College for thirty years. The latter cannot guarantee the character of hawkers, which in itself precludes their admission into the College grounds.
