No Reading Books prepared in the Colony equal in lowness of price or excellence of matter to those already published, while they would be devoid of the important attractiveness of pictures illustrating the subject or story. As long as the Head Master continues solely responsible for the management of the College, he alone should select and approve books in use.
Mr Dealy is the only master as yet who has prepared a work fit to be published. When I went home in 1890 I offered to take his MS Geography of China and arrange for its publication, but he raised the true objection that it was not yet complete enough. The want of encouragement has not emanated from me. Vide para 11 of my Report 1890 p. 427.
11. Attendance Register. The School Roll has been for five years kept only by the second Clerk. Each master has a Roll on the obverse side of his Time Table, with the Roll No against each name. All he has to do is to enter in his Report Book the total Number present, and the names and Roll No of boys absent, e.g. (copied from Class V)

Masters do not agree with Dr Eitel that "this is a far more troublesome proceeding". When I issued a notice through the Second Master a month before Dr Eitel's visit that next term the old system would be revived, their grumblings showed they thought it entailed more labour.
The returns are quite reliable, unless a master is guilty of gross negligence, which is equally possible in the general system.
The Fees Returns are subject to every possible check. They are monthly checked by the Second Master, and the Auditor at the Treasury, and quarterly by the Head Master.
If the masters of each class, who is the only officer who can note the presence of a boy returned from leave of a week or more, is relieved of the responsibility of collecting fees which I have imposed upon him, I cannot be responsible for the result.
