Inspector of Schools to Colonial Secretary.

I have the honour to submit, for the consideration of the Government, a report on the condition and working of Victoria College, based on a special examination conducted by me, in the course of last month, in accordance with the Scheme approved by His Excellency the Governor in C.S.O. 1870 of 1892.
2. Character of the Examination. The Victoria College being part and parcel of the Education Department, I examined this Government School, as expressly stated in the above mentioned Scheme, in my capacity as Head of that Department. My position and duties, on this occasion, were therefore not those of an Inspector of Schools probing the results obtained by the scholars of a Grant-in-Aid School. The attainments of the scholars of Victoria College being annually reported upon by the Head Master for the information of the public, the Scheme required me to examine the work of the teachers rather than of the scholars, and to report on the nature of the instruction, the organization and machinery of the School, and on the efficiency and tutorial relations of its Masters, for the information of the Government, and not necessarily for publication.
