Sir,
Victoria College, Hongkong 11th August 1898.
Since the Government, by arranging a conference between the Inspector of Schools and the staff of Victoria College, have for the first time practically given the Masters an invitation to express themselves, and as the Inspector of Schools did not on that occasion deal fully with certain points to which we attach great importance,
