Paragraph less marking. The result of all this is, that there is no review or fair comparison. But there is merit in the arrangement of classes in each class; which is specially inconvenient as it has been the custom to users, in the certificate of a boy leaving school in the latter half of the year, to give the marks obtained in the higher class at Midsummer.
It is unfortunate to commend a class or its Master for marked improvement, nor can I give note formerly, as to subjects of warning requiring urgent attention. Such commendation and advice form part of the most important duties of every Head Master, being given half yearly in every well managed school.
(6) I submit therefore that in re-considering the manner of examination of Victoria College by the Inspector, an endeavour should be made to assimilate the method to that approved in England; allowance being made for the fact that in England there is no slack time of the year which would afford opportunity for being able to devote a whole time to the examination of any one school, and that therefore there is no need in England for the Inspector not to exceed a reasonable time in his examination.
(7) I suggest that the last fortnight of the first term be selected for the Inspector's Examination, the Head Master to give notice to the Inspector when the Midsummer Vacation commences, as the date varies between August 4th and 10th.
