5. I protest against the abolition of the Head Master's Staff yearly Examination, which was held from 1882 to 1892 inclusive eleven times. For the first time since my arrival, availing myself of Mr. De Voeux's suggestion made at the Registrar General's Office, I gave orders that the papers, questions and answers of each Master's monthly examination of his own class for July, should be preserved, and sent to my office. I speedily discovered that it was hopeless to evolve a uniform standard; since not only had all the masters varying standards of severity and laxity in marking, but the master's standard would vary both in the questions he set on different subjects, and in his requirements of a pass;
