Eitel, it is evident that the present organization of the staff at the College must be remodelled (though only by way of redistribution of duties, and not by adding to the existing establishment) and that the present system of teaching must be radically altered. In that event the Headmaster would of course be required to loyally give effect to the decision, and it would facilitate the attainment of the end in view if D. Eitel's position as Head of the Educational department were emphasized by his being designated Director of Public "Instruction," in addition to, or in substitution for, his title of Inspector of Schools.
