the Headmaster sent in a protest (copy enclosed) against the manner in which the examination had been conducted. This document was shortly followed by a joint letter sent in through "the Headmaster, from certain of the Assistant Masters, and although I thought it necessary, in view of the tone of portions of their communication to admonish the writers that it was their duty to obey the orders of the Headmaster, I nevertheless think it right to transmit a copy of it to Your Lordship.

It will be seen that it supports to a certain extent the views of the system of education at Victoria College contained in D. Eitel's report. I enclose a copy of that Report, and a copy of the 2 sub-enclosures thereon, and a copy of a further letter from Dr Eitel, asking,
