I enclose a copy of Mr. Thomson's report, from which Your Lordship will observe that he was strongly of opinion that while the working of the College should not be interrupted by more than two examinations annually, to be held respectively by the Inspector of Schools and the Headmaster. Mr Thomson's opinion is entitled to especial weight because he has not only a fair knowledge of Chinese, but has had practical experience as a schoolmaster.
