The Enclosures 3 & 4 show that the Yen circulates to some extent in Canton, at least sufficiently to cause inconvenience if we were to legalize it in Hongkong.
But if there is any chance of adopting the British dollar scheme for Hongkong (about which the Chamber of Commerce have appointed a Committee - see 14800), would it not be a pity to legalize the Yen also? It would seem only an additional obstacle in the way of the British Dollar obtaining popularity. Anyhow, it would
