effect to the instruction contained in Your Lordship's despatch W.71 of 21st April last for the appointment of a retrenchment Committee, I have the honour to forward the enclosed copy of a further letter from Mr Whitehead and a copy of my reply.
I gather from the fourth paragraph of his letter that Mr Whitehead wishes Your Lordship to consider his communication in connection with the previous correspondence already forwarded with my despatch under reference, and that he has abandoned the intention, expressed in the last paragraph of his letter of 2nd instant, to memorialize Your Lordship.
The contentions advanced by Mr. Whitehead in such portions of his letter as are relevant to the issues raised in the Colonial Secretary's
