I have ascertained that the amount to the credit of the Praya reclamation fund can be reduced by $100,000 without inconvenience, and that the General balance can be safely reduced by a like sum; and I have therefore, subject to the observation in the next paragraph, to request that Your Lordship will be so good as to cause the Crown Agents to be instructed to draw on this Government for $200,000 and to invest the proceeds for the benefit of the Hongkong Government.
