I know M. O'Brien & his services
and his merits so well that it would be

superfluous for me to
say anything; probably the ablest officer in any colony at the present time. He is embittered by ill health & want of promotion. If nothing more can be done for him, he had better be allowed to go back to Ceylon as Auditor,
but it seems to me a
very pitiable thing
if
no opening can be found for so
excellent an
officer. His health is very indifferent.
