It is desirable that the matter should be reported to the State Secretary as soon as possible, and His Excellency therefore trusts that you will not take more than thrice a week to formulate your representation. It should be submitted in triplicate.
10. In according you permission for which you have applied, to publish the correspondence, His Excellency desires that this letter may be taken as the matter to be published, and that it may be sent to the press for publication at the same time as the previous letters on the subject.

Extract from Minute by the Chief Justice of 27th July 1895 on being informed of proposed addition of Mr. Jellicoe to the Committee in accordance with the request made by Mr. Whitehead in his letter of 25th July.
The proposed alteration makes a great difference to me personally. It alters the position of the Chairman and deprives him of all real influence if the Unofficial Members act together as I believe they may be relied upon to do.
