it suited his argument to remember it, he was aware that the fully scope of the Committee was exclusively confined to enquiring and making recommendations for the consideration of the local Government and the Secretary of State.

It is to be expected that Mr. Whitehead will memorialize Your Lordship on the subject of the constitution of the Committee, and when I receive his memorial I shall at once forward it with observations that it may seem to call for. In the meantime I have thought it right to take the earliest opportunity of acquainting Your Lordship with the circumstances which have led to the failure of my endeavours to constitute a Committee on the lines laid down in Your Lordship's instruction,
