Of these seven courses, I prefer the sixth, appointment of a Commission of persons entirely unconnected with Hongkong, as being the one which is the best calculated to lead to useful and practicable results. But if Your Lordship should consider it essential that a local Committee should be appointed, the only practicable course, in my opinion, is to appoint a Committee consisting entirely of unofficials.
