it is clear that the Committee should be so constituted as to make it certain that the unofficial members will be able to make their views (whatever they may be) prevail". It is almost superfluous for me to observe that this opinion is founded on a misconception. The Committee which Your Lordship has directed to be appointed is a Committee of enquiry, purely, and its functions are restricted to making enquiries and submitting recommendations.
