It contains a complete account of the several phases of the transaction, but with a view to immediately placing Your Lordship in possession of a summary of the circumstances, I may here incorporate extract from the letter of the Colonial Secretary of 12th instant to Mr. Whitehead, which sets out the facts, and which closed the correspondence.
