Government officers and certain unofficial members of the Council as colleagues. "The Chief Justice
was at the time on
short leave
in Japan, and the Colonial
Secretary, for
reasons which
appeared to me sufficient, and which I shall report
separately in a despatch of even date, marked Confidential,
asked to be excused from presiding over the Committee. It was
not possible for me to actually
appoint the Committee at once,
but at the next ensuing meeting of the Legislative Council I
announced my
intention of appointing the following
Committee:
